Ethiopian government travel to China to learn about inter-country adoption

On 14th, March, 2012, director-general of China Centre for Children's Welfare and Adoption (CCCWA), Zhang Shifeng and deputy director-general, Chu Xiaoying met with a visiting Ethiopian government delegation.

The 5-person delegation headed by president of Federal First Instance Court, Desalegn Berhe Bayru, and consisted of Ethiopian government officials in charge of inter-country adoption work, including state minister of Ministry of Women, Children and Youth Affairs (MWCYA), Almaw Mengist Ambaye, director of MWCYA in Southern Nations Nationalities and Peoples Region, Marshet Weldeyohanns Anjulo, director of Child Right Promotion and Protection Directorate of MWCYA, Yayesh Tesfahuney Kiflay. The delegation mainly aimed at learning advanced experience of inter-country adoption from CCCWA, so as to develop and regulate inter-country adoption work in their own country.

During the meeting, director-general, Zhang Shifeng warmly welcomed the delegation to visit and study in China, and introduced China's inter-country adoption work in eight parts, namely, the origin of inter-country adoption, legal system, managing mechanism, general procedure, type of adoptee, content extension for inter-country adoption, strong technical support and CCCWA's functions. In the meantime, he hoped that the two countries could strengthen communications, and work together to do something in helping child to return home through inter-country adoption. After the meeting, the two sides exchanged their gifts and took photos. Deputy-director Chu Xiaoying accompanied the delegation to visit the concerned departments at the CCCWA. In the afternoon, she gave detailed answers to the questions that were raised by the delegation about working procedure of inter-country adoption, related laws, regulations and policies, implementation of the Hague Convention, comparison of domestic adoption with inter-country adoption, function of adoption agencies, adoptees' post-placement services as well as rights and interests protection.

As planned, Ethiopian delegation visited the Institution on 15th, March 2012 for on-the-spot investigation and study. With the assistance of director of Tianjin Children's Welfare Institution, Mr. Zhang Min, the delegation paid a call on the children reside in the Institution, and learned attentively about and spoke highly of the institution's infrastructure, medical rehabilitation equipment, caring conditions and level of medical personnel.

The visit by Ethiopian delegation not only widened Ethiopia's understanding and recognizing of the best practices of China in terms of inter-country adoption, but enhanced the communications and connections between China and other sending countries. This trip has reached the goal of learning from each other, enhancing mutual understanding , deepening friendship and promoting cooperation, and achieved a complete success.
