Congo drafts new adoption legislation, reviews pending cases

KINSHASA, Congo (AP) — Congo's government says it has drafted new adoption legislation and reviewed cases pending since it halted international adoptions in 2013.
Spokesman Lambert Mende said Tuesday that among the recommendations, adoptions will only be allowed if other national solutions are lacking. He said the new law states those seeking to adopt must come to Congo and that adoptions will only be considered from countries with diplomatic relations with Congo.
The draft law will be voted on in March.
The Congo embassy in Washington said the government will soon communicate their decisions to prospective adoptive parents for about 1,000 cases.
Congo authorities in 2013 said their adoption system was beset by corruption and falsified documents. Adoptions were approved for 72 children in November but 1,000 cases approved before the moratorium are pending.
